In case if you've meant whether you can manage standard MMI features via touch screen, then unfortunately no.
It means that that with the help of additionally installed touchscreen you can manage video interface and some devices that are connected to the video interface. Also, you'll be able to manage some devices with the stadard MMI keys, for example DVD player.
